Yes. Each laundry room, machine or drying room can be its own resource with its own hours and rules. How many resources you can have depends on your plan.
What if someone does not use their booked slot?
Whoever booked it can cancel, and the slot immediately becomes available again. Admins can always see who booked which slot and when (anonymous walk-in bookings on a booking display aside), and members can too unless you hide booker names. That is usually enough to sort out a repeat offender.
